Unique Tournament Comp Restrictions (Game Zone Alpha)

Our group has never played at Game Zone Alpha, but some of us are considering playing in their 1850 point rogue trader on the 26th. There is 120 points possible, with 60 for battle, 30 for sportsmanship, and 30 for composition. They have a very interesting comp system they are using and I am posting it below:

Everyone will start with 30 points in army composition then I will apply the rules based off of the scoring breakdown below. The army composition scoring breakdown is as follows:
-10 Army list is illegible / unreadable
-10 If you do not have copies of the list to hand out to your opponents (will be added later if needed)
-30 If you do not have a list to turn in to the tournament organizer

HQ
-1 Maximum number of HQ choices
-1 More than 1 named character model
-2 3 or more named character models. (This includes other force org. choices as well)
-1 If the character model(s) is/are 15% of your overall army cost
-2 If the character model(s) is/are 20% of your overall army cost
-1 If your HQ Force Organization is more than 20% of your army cost
-1 For each 5% (or part of) over the 20% of your army cost
+1 If your HQ Force Organization is less than 5% of your army cost

Troops
-2 Maximum number of Troop choices
-1 Total points spent on Troops is less than 40% of the army total
-2 Total points spent on Troops is less than 30% of the army total
-3 Total points spent on Troops is less than 20% of the army total
-4 Total points spent on Troops is less than 10% of the army total

Fast Attack
-1 Maximum number of Fast Attack choices
-1 If your Fast Attack Force Organization is more than 20% of your army cost
-1 For every 5% (or part of) over the 20% of your over all army cost
+1 If your Fast Attack Force Organization is less than 5% of your army cost

Elite
-1 Maximum number of Elite choices
-1 If your Elite Force Organization is more than 20% of your army cost
-1 For every 5% (or part of) over the 20% of your over all army cost
+1 If your Elite Force Organization is less than 5% of your army cost

Heavy Support
-1 Maximum number of Heavy Support choices
-1 If your Heavy Support Force Organization is more than 20% of your army cost
-1 For every 5% (or part of) over the 20% of your over all army cost
+1 If your Heavy Support Force Organization is less than 5% of your army cost

THESE POINTS ARE CUMULATIVE. For example, if your troop choices are below 20% then you get -1for under 20%, -2 for under 30%, and the -3 for under 20%, for a grand total of -6.

For 1/4th of the total points you would have to max your comp to stand a good chance to win. I am still trying to get my head around how I would build a guard army to get the amount of troops I would need on the board and still be able to finish a game in a timely manner. I am thinking I would need to take a platoon and lots of penal legions to minimize army dudes deployed at any one time.

My current 1850 tournament list would net somewhere in the vicinity of 15 points if I fielded it, as is.

What are your thoughts about the comp system? How would your current tournament lists stack up?
