I just found
opponentsearch.com. Basically it is a site where you can post a gaming classified add of sorts. You put it where you live and what games you play. I haven't added myself to it yet but tt looks like there are a few 40k players up near my neck of the woods. Once I get about 1500 points put together I might have to give one of them a call and see what we can come up with as far as setting up a game.
